Це не зарядний пристрій, а UPS.
Звичайні УПСи мають інвертор 12V DC → 220V AC і вихід, як в розетці. Після чого блок живлення ноута знову конвертує 220V AC → 12V DC і дає ноуту.

Хочу уникнути етапу 220V, це і безпечніше, на додачу.
